Minister Hindy’s remarks came during a meeting with Prime Minister Mostafa Madbouly to review the ministry’s work plans and follow up on ongoing projects, according to the cabinet.

During the meeting, Hindy said the ministry is working to expand mobile phone manufacturing under the “Egypt Makes Electronics” presidential initiative by encouraging companies to produce locally and increase the use of Egyptian-made components, helping meet domestic demand and expand exports to regional and international markets.

He noted that 15 brands are currently manufacturing mobile phones in Egypt, with production expected to exceed 15 million devices within a year.

Hindy also highlighted ongoing investment in upgrading digital infrastructure, including expanding fixed internet networks, replacing copper cables with fibre-optic cables, and rolling out 5G services. He said efforts are also underway to improve nationwide coverage by increasing the number of telecom towers and upgrading existing networks.

He added that the target is to install around 3,000 new towers this year and more than 9,000 towers over the next three years.

His remarks came as the National Telecom Regulatory Authority (NTRA) reported in April a sharp increase in internet use nationwide, with 7.9 million new mobile internet users added and mobile internet consumption rising by 12 percent compared to 2025.

The minister also reviewed current and planned investment opportunities in the communications and information technology sector, including outsourcing and data centres, according to the cabinet.

He said he has held meetings with officials from several major global outsourcing companies to discuss investment opportunities, expansion plans in Egypt, and ways to support business growth.

The meetings, he noted, come in light of these companies’ investment expansion strategies in Egypt through 2028 as well as efforts to strengthen Egypt’s competitiveness as a global hub for IT service exports.

He added that the ministry is preparing investment plans for technology parks to host more outsourcing companies.

The minister said that outsourcing exports are expected to rise from approximately $5.2 billion in 2025 to $6 billion this year.

He also noted the signing of a cooperation protocol with the Ministry of Investment and Foreign Trade to include electronics and semiconductor design services in the export development programme.

Hindy affirmed that the ministry is working on a national strategy to regulate the establishment of data centres, in coordination with relevant ministries and state entities.

He said the strategy aims to make better use of Egypt’s geographic location by developing an investment map and offering incentives to attract large-scale data centre investments that support cloud computing and artificial intelligence services for both domestic and international markets.

It also aims to boost digital service exports and promote the use of renewable energy in connectivity infrastructure, he added.

According to official figures, the telecommunications and information technology sector now contributes more than six percent to Egypt’s GDP as of this year, while digital exports reached $7.4 billion in 2025.
