Egypt, JICA sign ODA loan agreement for Greater Cairo Metro Line 4 project

The Japan International Cooperation Agency (JICA) has signed a loan agreement with the Government of Egypt to support the construction of Cairo Metro Line 4 Phase 1, a project designed to reduce traffic congestion and air pollution in the Greater Cairo Region.

 

The agreement, concluded on September 24, was signed by Lieutenant General Kamel El Wazer, Deputy Prime Minister and Minister of Industry and Transport, and Ebisawa Yo, Chief Representative of JICA Egypt Office.

 

The project will link 6th of October City (El-Ashghar Station) with El Fustat in central Cairo, providing a modern and sustainable transport solution to meet rising demand while stimulating economic activity. It will cover the installation of electrical, mechanical, signal, and communication systems, alongside the procurement of railcars and consulting services.

 

The Japanese ODA loan is offered with an annual interest rate of 0.75 percent, a repayment period of 40 years, and a 10-year grace period. The National Authority for Tunnels will act as the executing agency, with procurement tied to Japanese systems. Under the Special Terms for Economic Partnership (STEP), Japanese technology and rolling stock will be introduced to the line, enhancing visibility for Japanese expertise while supporting Egypt’s infrastructure development.
