The International Infrastructure Council 'IIC' states the Egyptian engineer Abdel-Raouf Mokhtar as 'The Best Infrastructure Engineer In The World' for his valuable participation in modernizing the infrastructure codes of Eastern Europe's region codes to comply with the international infrastructure codes, so that it can be easily modified without technological obstacles. The United Nations funded a special budget for this project to the European Union Organization. Mokhtar starts to change the codes of the African countries with an international team of projects engineers, so that the United Nations can offer its support to the local infrastructure projects of the African countries. This project will due at the end of the year 2019.
