Egypt posts 157% rise in outsourcing exports, targets 30% annual growth through 2029

Egypt’s outsourcing service exports have grown by 157 percent to $5.14 billion by the end of 2025, up from $2 billion in 2021.

Job opportunities in the sector increased by 101.1 percent to 181,000 in 2025, up from 90,000 in 2021.


The ministry plans to expand employment in outsourcing service exports to 630,000 jobs by 2029, compared with a previous forecast of 220,000 industry workers.


The outsourcing industry is a major source of foreign currency and a key driver of Egypt’s digital exports, supported by investments in human capital and specialized training programmes. The government aims to raise industry exports to $9 billion by 2026.


As part of this plan, agreements signed in November 2025 with 55 local and international firms are expected to create 75,000 jobs over the next three years. Prior agreements with 29 companies to expand existing centres are projected to generate another 34,000 jobs.


These figures were shared during a meeting between Prime Minister Mostafa Madbouly and newly appointed Communications Minister Raafat Hindi to review the ministry’s future priorities.


These priorities include advancing digital transformation to make Egypt an international hub for data centres, expanding 5G and telecommunications infrastructure, developing fibre optic networks, improving governance and regulations, localizing electronics manufacturing, and increasing the digitization of government services.


In electronics design, the ministry aims to increase the number of operating firms to 120 by 2030, providing 15,000 jobs.


Digital exports in the mobile phone manufacturing sector are expected to reach $1 billion by 2030, up from 84 brands in 2025 that provided 9,400 jobs and $560 million in exports, Hindi added.


Locally manufactured mobile phone units rose to around 10 million in 2025, compared with 3.2 million units in 2024. The maximum production capacity of these plants is 20 million units, covering around 81 percent of domestic demand.


The communications minister also confirmed ongoing work to offer 220 digital services through the Egypt Digital platform. About 38 services are under development, and 54 are being digitized.


The platform currently provides over 175 online government services, including civil status documents, traffic violations, real estate registration, social insurance, and judicial services.


These efforts are part of Egypt’s Digital Transformation Strategy and the second National AI Strategy for 2025–2030, launched in 2025, which aim to accelerate digital transformation, support economic and social development, and position Egypt as a regional AI hub.


The strategy focuses on data governance, expanding AI applications in sectors such as healthcare and justice, and building human capital.
